This assignment’s idea is to write a briefing paper with the perspective of the role of a national or supranational actor in negotiations; in the case of the EURO AREA perspective.
Write a 1000 word (maximum, no grace word count) briefing paper for your national/EU team. It does not need to follow any particular template, but I will attach an example of a paper from previously (for a different scenario). The briefing paper is for your delegation at the meeting, and so should be addressed as if delivered to a Prime Minister or Finance Minister (or EU equivalent) and Central Bank Governor. It can be in bullet points, but does need to contain:
a) Your overall national position at the meeting with regards to the US desire for a weaker $.
b) The justifications of your own position (EURO AREA).
This is the section where you summarise what you might say in the discussions. Questions to consider might include: your views on the issues, but also potentially broader implications for the EURO AREA situation. This section might also include political (including geopolitical) factors if they might influence your attitudes.
c) Areas where you might see potential compromise in the negotiations, innovative solutions you might want to suggest, and tactics (including potential allies) you might use in the negotiations.
The briefing paper will be marked across all the areas above, for the comprehensive and convincing nature of your briefing, and the quality of the research evidence. The paper needs to serve its purpose of briefing a senior official. It needs to be well written, but you do not need to reference. You will be judged on factual accuracy, but you are not expected to follow a particular line. There is no right or wrong position to take.
